Abstract

Nuclear arms have great killing capacity but are hard to get; chemical weapons are easy to get but lack such killing capacity; biological agents have both qualities). During the Cold War, weapons of mass destruction were the centerpieces of foreign policy. Nuclear arms hovered in the background
of every major issue in East West competition and alliance relations. The highest priorities of Superpower and alliance policies could almost all be linked in some way to the danger of World War II and the fear of millions of casualties as a result of nuclear exchange.
